Admin / com port

Hi it allows me to open 16bit programs which is great but the com port doesn't open to allow communication
When trying to open as admin the programs don't open at all
Is there a way I can get the com port working, hopefully without needing admin rights as that stops it from working at all

Others have gotten software that uses serial ports to work. Need more information like a trace.
