Synchronize with gitlab instance

As discussed, let's synchronise both repos.
We will need to set up mirroring for:
- OTRv4 spec
- OTRv4 prekey server spec
- libgoldilocks
- libotr-ng
- ed448
- prekey server xmpp
- otrng-prekey-server
- pidgin-otrng
- otr4
- gotr4
- gotrx
- prekey-server-docker-compose
- OTRv4 properties
- otrv4-client-imp-recommendations
- OTRv4-over-XMPP
- pidgin-otrng-testing
- ibotr-ng-toolkit

All repositories are now mirrored. The next step will be to make this on github read-only. We should also create an script or something to mirror the issues, what do you think @DrWhax ?

I know ;) @DrWhax .. but I was thinking on an automatic way to update them or when new are created.. or is this done as well?
Also, when all is done we should send an email to the otr mailing list and to irc.

There's no automagic mirroring happening of issues as far as I understand. It's a one off mirror action that has happened.
I'm afraid it quickly will become messy, if we have to maintain an issue list between two platforms, it's not only messages, but also "tags" or what if something is security sensitive, we need to make sure that something like that doesn't leak to an github issue.

I see @DrWhax .. I think it will become messy too. We don't have an immense amount of issues, so better just to manually keep track.
So the last task to close this is to send the email.. I'll do that soonish ;)
