Specifically this:

Already moved to bugs.otr.im. Only some licenses need to be added.
Does this mean that the latest changes to the OTRv4 spec are also published to bugs.otr.im first?
We are still sorting out the details around it. I'll surely let you know by then @cobratbq ;)
