Add docs for volume usage on our OpenPOWER OpenStack cluster

- What are volumes ? And how are they useful?
- Multi-attach, single attach, quota etc.
- Packages required by different OS to interact with volumes
- Accessing the volume, mounting it
If there are good OpenStack docs about this specific to Mitaka, we should link them too.
@hodgesto, could you please write a small paragraph about the packages required for Debian & RedHat family distros (package name might differ I guess) while you work on the other images ? Also add a list of the images that we now have which come pre-built with them.
