Persistence isn't working (standalone or with ALiVE)

See title. Specifically in a multiplayer environment.
Upon finishing up a mission and saving, if I load up the mission again (presumably loading the save), it will remember placement of workers etc. but won't remember the progress of built pieces of infrastructure. Workers are correctly working when delivered to a work site, foreman is working, basically everything is running correctly except the persistence.
Looking at the .rpt (attached), it seems like it's properly recognizing the part the build is up to, but not raising the previous pieces the correct amount.
