cmake as a build time requirement

I'm not seeing a cmake entry in either pyproject.toml or setup.py for the develop-1.0 branch. The min. required version in CmakeLists.txt is 3.18 so this will have to go in at the appropriate place.
Fixed in commit cde76ab
