`JupyterEnvironmentBuildInProgress` causes error dialog in Pipeline editor (instead of informative banner)

Describe the bug
A confusing error dialog is presented in the Pipeline editor when a JupyterLab build is ongoing.
Expected behavior
Show a banner similar to the "ongoing environment builds" one.
To Reproduce
Steps to reproduce the behavior:
- Start a JupyterLab build
- Go to the Pipeline editor
- Get the error
