[Feature Request]: Add Audio preference language accent dropdown

Currently, the preference page contains an "Audio language preference" dropdown, which helps learners select their preference for voiceover languages.
One of our projects (included here #20163) updates the learner view so that learners can now select an accent of a language for voiceover.
Eg: If a learner selects the translation language to be English then the voiceover dropdown will contain ['English (United States)', 'English (India)', 'English (Nigeria)', etc]

Add an audio preference language accent selector on the preference page so that learners can select multiple language accent pairs for voiceovers based on their selected translation languages.
(The dropdown UI should be similar to 'Exploration language preference' dropdown in the preference page.
