It's now present in openoakland/openbudgetoakland and codeforokc/openbudgetokc.
Now that we have the fund as part of the city budget dataset, we should be able to do this.
Merging in Oakland code for some of the cleanup stuff they've done there!

check _src/templates/flow.jade and _src/2016-17-adjusted-budget-flow.jade. Data is fed from _src/data/flow/FB16-17__adjusted.csv. Exploring what it will take to get our data compatible as part of #21
