tested on branch releases/1.5.0

RuntimeError while NNCF optimization regression testing with MaskRCNN-EfficientNetB2B template for the instance segmentation
observed on both single & multiple gpu env

Steps to Reproduce

  1. copy datasets for the regression test
  2. run regression test with following command
$ CI_DATA_ROOT=/mnt/hdd1/data/ci_datasets/ tox -vvv -e tests-iseg-py310-pt1 -- tests/regression/instance_segmentation/test_instance_segmentation.py::TestRegressionInstanceSegmentation -k Custom_Counting_Instance_Segmentation_MaskRCNN_EfficientNetB2B
