Not all the Multiple choice questions are loading for reading assignments for course 13381

An instructor called because the multiple choice questions are not loading on the reading assignments for his students. Course 13381.
When the students do answer the Short Answer Question, only about 2-4 MC questions show up for them. Some of the readings have between 10-20 MCQs but somehow my students only see 3-4 of them.

Instructor was expecting to see all the questions we exclude from Tutor readings that show up in the book. I filed https://app.zenhub.com/workspaces/openstax-tutor-560aef617a763234615d6a0f/issues/openstax/tutor/1801 for the questions showing up at all in the reading and we can discuss the instructor's suggestions for Tutor.
