Multiple issues with creating a question after ecosystem update

Description
When a teacher is creating a question, after an ecosystem has been updated, they can experience multiple issues. One of the issues is getting a 404 when trying to publish a question. The other is that the chapter selection dropdown will not work, or after a refresh, will show string text. If the use refreshes the page, the 404 error goes away (has to be a browser refresh, navigating to another page and then back does not work).
Note: they can still publish the question if the chapter is string text.

Expected behavior:
There are no errors with creating or copy/edit questions after an ecosystem update/import.
