Monitor shuffle usage

As a Product Manager I want to know how many instructors are deciding to utilize shuffle in their courses so I can determine the popularity and effectiveness of the feature.
Acceptance criteria:
- Need to knows
- Which course.
- Howework or reading assignment
- percent shuffled vs non-shuffled assignments
- hs or college
- Date shuffle was enacted
