Fix extensions for RHEL 9.4 (C9S) variant

Use a mix of the 9.2 and C9S extensions config to create a temporary 9.4 extension config.
We need hybrid config as the CentOS SIGs do not have packages built for s390x.
In this case, we'll take C9S packages for all extensions but the virtualisation one, which will have to come from the RHEL/RHAOS repos.
