Allow downstream javascript to receive un-used OpenHAB events

An enhancement idea:
OpenHAB allows bundles and bindings to send and receive custom events. HABPanel receives these events but currently drops them on the floor. It would be nice if they were emitted so that custom widgets can listen for them.
