Setup configuration for support details

The support details for OE are currently defaulted to ABEHR, the Docker/Portainer setup should allow for configuration of this information.
This could be implemented through the use of more environment variables, such as:
- OE_TECH_SUPPORT_TEXT
- OE_TECH_SUPPORT_URL
- OE_HELPDESK_PHONE
- OE_HELPDESK_EMAIL
- OE_HELPDESK_HOURS
Options for applying this could be:
- Through one of the oe-reset scripts
- Through the
common.php
configuration file (similar to institution code)
