Implementing (basic) RAPPOR

Added rust implementation for basic RAPPOR, I have created a PR with the code (private measurement and debiasing function) and a proof sketch (WIP).
Hoping to implement a few more local protocols eventually so that they can be empirically compared in one place with code and proofs attached.
