Chicago: scrape"Action description" text for bill actions

Chicago's eLMS has an "Action description" for each legislative action. This is often times boilerplate, but sometimes contains additional details, like who initiated a legislative rule outside of the normal course.

This information can be stored in the extras field in BillAction as we already have a description field used for the action itself.
