Toronto: Scrape personal website for persons

City of Toronto added personal websites from councillor pages into the CSV:

Likely in the interest of being cautious about the existing "website" column, they created a new column. Ideally, I would imagine the "website" column should just store the data currently in "personal website", as I'm not sure what it's for otherwise. But I won't bug them about it right away.
This might be a reason to publish a spec for this CSV format, so that we can point at it when making these requests :)
