systemd config files are not generated after BMC factory reset

Have done a BMC factory reset, BMC booted back and networkd daemon loaded
but I don't see systemd config file generated for interfaces.
@wak-google did you try factory reset test?
how to recover system while networkd D-bus app already running with no systemd network config files?

can you please let use know what's the expected after factory reset
I was able to figure out the design change, and now the factory default files are handled differently
