Upstream MAX31785 devicetree bindings for controller configuration

The MAX31785 can do pretty much everything, but a lot of the functionality lives in vendor-defined PMBus commands. Upstream bindings to configure the fan controller as required.
Previously Guenter requested that the firmware set this up and that the kernel assume that this has occurred, but unfortunately we are the firmware in this case and wrt Witherspoon, manufacturing did not pre-program the controller with the desired configuration.
