Add `constant` attribute function

A few things to do in this repo after openaddresses/batch-machine#38 is merged:

  • Add a function to the address source schema
  • Update the attribute functions docs

Interestingly, it looks like there's a static function in the schema, but no trace of it in batch-machine. Do we want to remove that? 🤔
