[new request workflow] the "there is a package maintainer set" warning should be above the "accept" button

Issue description
Previously the warning that there is a package maintainer that isn't you set was just above the "accept" button in the left column. now its in teh right column at the top below the maintainers, which might have been scrolled out of your eyesight if the request has a lot of comments.
Expected Result
The box is back just above the accept/decline button
