A minimal library wrapping the subset of HuggingFace Hub API

Project description
https://github.com/huggingface/huggingface_hub is monstruous and has too a lot of dependencies.
We need a small library with core functionality only, like https://github.com/KOLANICH-libs/miniGHAPI.py (which has been created because other libs for interacting with GitHub API are also monstruous. miniGHAPI can be used as a base for this lib).
