Feature: Update the triage action

Suggested solution

Contributors can assign themselves to an issue with a "needs triage" label.
We don't want them to be able to take the issue before it passes our triage, as in other OpenSauced repos.

Let's update the triage action with the one from the app repo to block self-assign on issues with the "needs triage" label.
