Cannot use getnia/getmsr/getgpr commands on BMC for p9 (romulus)

All threads are quiesced but we get:
/pdbg -p1 -c19 -t0 getnia p1:c19:t0:nia: Check threadstatus - not all threads on this chiplet are quiesced No valid targets found or specified. Try adding -p/-c/-t options to specify a target. Alternatively run 'pdbg -a probe' to get a list of all valid targets
