Can't use Gator cli to verify opa with external_data

To be able to use gator with external_data templates.
Anything else you would like to add:
Currently when using gator with template file that contains an external data object we face the following issue:
auditing objects: adding template "notationvalidation": unable to compile modules: 1 error occurred: template:34: rego_type_error: undefined function external_data
Environment:
- Gatekeeper version: 3.15
