Dockerize redmine for local consultation

Redmine is effectively read-only now. But, we sometimes need to consult it (e.g. some standard development GitHub issues refer to background information in the CRM). Docs were deleted in d75cf58.
We can back up /home/redmine/public_html/files, and get the database backup from S3, and create volumes for them. Then use the official image: https://hub.docker.com/_/redmine/
Once done, delete the server https://ocdsdeploy.readthedocs.io/en/latest/deploy/delete_server.html
