Stuck with steps to create Instagram Graph API token

When I follow the steps to create an Instagram Graph API token I get stuck with step 6.
After the get request I get the following response:
(#100) Page Public Metadata Access requires either app secret proof or an app token
I'm not sure what mistake I have made.
