Start_windows bat does nothing anymore

Describe the bug

it works when I install everything for the first time but I can't start it up again. Same as this issue #6446

Is there an existing issue for this?

I have searched the existing issues

I fixed it with a lot of troubleshooting. I just use server.py and not the start_windows.bat. I had some issues with extentions and moduels with the server.py but I fixed them. Anyone that has trouble running it, create an issue and hopefully I will see it and try my best to help.
