In the main repo, we should add a CONTRIBUTION.md filw.
Description
CONTRIBUTION.md should talk about the rules people should follow while contribiting to the repo.
- Issue creation and labelling
- PR creation rules
- PR review rules
- Go coding guidelines
- etc.
