Add Fourier Shell Correlation

Fourier Shell Correlation is a metric for computing how accurate a reconstruction is at various resolutions, thus allowing a more fine-grained result than e.g. a simple MSE metric.

It is quite easy to compute and we should add it to the FOM package.
