Full screen breaks window states

Once the game window has been set to full screen, future attempts to set the window to a maximized state ignores the taskbar, causing the window to extend behind it.
subsequent attempts to set the window to full screen also fail to put the window on top of the taskbar, resulting in identical behavior to above.

Reproduction(courtesy Wirox):

1. Start any game on OCTGN
2. Press F11 to turn full screen on.
3. Press F11 to turn full screen off.
4. Maximize the window.
5. The bottom part of the OCTGN window is now cut off.
