IAS proxy should refresh enclave IDs of suspended runtimes

It seems that currently the IAS proxy does not refresh enclave IDs of suspended runtimes because those updates don't generate events. One (maybe dumb) way to do it is to just refresh on each epoch.
Refreshing on each epoch seems like a good idea
