Create Molecule scenarios for libvirt/vagrant local testing

Create Molecule roles/playbooks/scenarios for testing with either libvirt or vagrant on a local system with a full VM.
Closing this because Molecule now has drivers and plugins to handle vagrant very well and MacOS GitHub runners come with Vagrant already available. Converting most of our OpenStack tests to Vagrant should be more simple with the Molecule 3+ structure.
