Can't install on windows anymore

Hey im trying to install nightcode on my computer but i dont seem to be able anymore, i keep getting this error
this i get when trying to install 2.8.3
When i try to install 2.8.2 i get "downgrade is not possible error"
I cleaned up the registry and i was able to install it again
