Instantiated Prefabs are not Placed Where Clicking

Describe the bug
When you instantiate a prefab it is not placed where you click. In Lumberyard when you instantiate a slice it is normally placed where you clicked it, allowing you to place objects onto the ground easily

any prefab

Steps to reproduce
Steps to reproduce the behavior:
right click
instantiate prefab
select prefab
see where prefab was placed

Expected behavior
prefab is placed where i clicked

Actual behavior
prefab is often placed floating in the air or under the ground nowhere near where i clicked

I will work on restoring this behavior but feel free to add more context here if there was some reason for the new direction.
