Reasons for proposal

  1. The extension to the standard will guarantee backwards compatibility with old 8.3 filenames, this is mostly irrelevant for the most part, but might help those who wish to edit their files on older machines for some reason.
  2. I feel the extension ".fountain" is unnecessarily verbose, which can make it cumbersome to use, especially in the command line.
  3. The only other case of this extension being used is apparently as a "SpiceCAD lowpass file", I doubt in most cases there will be a conflict between the two on most systems
