Update Depth/Pressure semi-fixed/fixed definitions - BODCNVS1853

Updates have been made to the definition of 32 P01 codes related to the pressure/depth measurements made by fixed or semi-fixed instruments. This is to clarify that only measurements made by fixed instruments can be used to determine sea level/water column depths, and measurements made by semi-fixed instruments are only to indicate the location of an instrument in the water column.

The P01s whos definition was "Unavailable", have the definition:
Fixed: 'Measurement obtained from sensor used to determine wave or sea level parameters, rigidly mounted to seabed or structure.'
Semi-fixed: 'Measurement obtained from sensor used to determine location of instrument in the water column, mounted on a semi-rigid structure, e.g. mooring.'

For those whos definition contained important information, the previous definitions were added onto the end.

The P01 PRESPS02 received an amendment to the definition as it said sensor in water column.
