Right column navi is getting messy

The navigation in the right column is a bit messy. I personally hate having to 
scroll down n pages to 
reach "site admin". I think the most used stuff (namely site admin) should be 
at the very top.

This should be taken into account when designing & implementing the new theme 
at the very 
latest.

Pages is quite down now.  Rules of conduct should be on the very top of the 
navbar --
this is becoming more important as we keep adding new features, say guidelines 
on how
to tag.

I'm ok with the proposition (esp. taking out valid xhtml etc.), but I'd like to 
have
Rules of Conduct after Meta.

Should "Your Favorites" go under Meta?  It's stuff that requires a login after 
all. 
Don't know where KPIs should go.  It seems to be broken at the moment anyway.
