Migrate some JSON fields in `regions/root.json` from the SuperRegion-level to the SuperRegion-Variable-level

The following variables in the super region json (regions/root.json) must be moved from the region level to the region-variable level in that same file.

• lastDateWithData
• historicWaterYearRange
• waterYear
• waterYearStartDate

Steps:

• Matt updates docs and ingest
  • Sebastien review
• Sebastien updates supercomputer
• Matt update webapp
• Sebastien Push test data (integration?)

This is incorrect, the dates are kept in root.json file. they are displaced in the hierarchy, from the region level to the variable level
