submission: single-header library for bootstrapping new projects

Hey, I've updated this so that the license and credits file are now part of the header file. I've also finally got around to removing the last of C++'s cancer so it's now pure C. Single-header, multi-component, C / C++. Provides a bunch of useful stuff. Cheers.
