Create a very basic reader for guitar pro file format

The GPX file is pretty complicate, and not really useful for my experiments, create a rust lib is harder than I thought.
End up create a dotnet project for this, using AlphaTab, it's quite easy to use, a quick test can convert some basic pick note already.
