what is nostr?

I would like to ask a few things because in general I didn't quite understand how the protocol works:
- does the nostr protocol allow addressing or indexing of relays?
- who reviews or maintains the protocol in operation?
- Is it possible to have a publication about nostr in the IETF?
- Is there any version in RFC about nostr?
- what are the "killer-apps" or best known apps with the nostr protocol?
- Are the relays private, public, anonymous, temporary? what kind of transmission/relays are we talking about?

- Yes, relays have addresses.
- The protocol is not in operation, only clients are in operation. The protocol is a set of suggestions of what clients should do, it's on the nips repository.
- No.
- No.
- Check https://nostr.net/
- They are servers. They can be private, public, anonymous, temporary, anything you want.
