Change dac_4g_core_pm_dashboard to use network group name instead of id

Hello,

At this time the dac_4g_core_pm_dashboard is using the id of the network which is unclear what network is selected. Please use the network name as in the other dashboards to filter.

OSSMediator:3.8 version uses Network group name for the core and edge pm dashboards.
