Add Chore Type issue template

Why

The Git template supports 2 types of issue:

• Bug Report: Report a bug
• Feature: Request a new feature

Based on real use cases, we need to add one more type:

• Chore: for proposing the minor change request, improvement, not as big as the Feature.

For example: update static text, update README, request for add .editorconfig...
