This was a gnome bug I reported it and it was fixed:

Given that there are almost no code changes in the library between 1.16 and 1.18, I'd say it's more likely bug in tracker or compilation rather than issue enca.
The only source code change in the library between these two versions is 7ccfe9d and I'm pretty sure it doesn't have any side effects...
