When loading drawing (drag and drop or from menu) ensure user is not in draw mode

when loading a drawing into niivue desktop, we should turn off draw mode as soon as the drawing file has been loaded. If the user was previously in draw mode rather than crosshair mode, there will be many errors when attempting to move the mouse around.
