Parse PROGRAM block from DegreeWorks XML file to support GEs

This would allow the app to recognize satisfied “LOWER DIVISION WRITING” and “UPPER DIVISION WRITING”. Additionally, this would be the first step in supporting General Education Requirements.
This is the relevant section to get this done.
