Docs: Update the contributing guide with the take command.

In the contributing guide, replace the following with
- Before working on an issue, ask to be assigned to it. This makes it clear to
- other potential contributors that someone is working on the issue.
+ If you wish to work on an open issue, please comment on the issue with .take, and it will be assigned to you. If an issue is not assigned, it is assumed to be available for anyone to work on. Please assign yourself to an issue before working on it to avoid conflicts.
Thanks for the issue, our team will look into it as soon as possible! If you would like to work on this issue, please wait for us to decide if it's ready. The issue will be ready to work on once we remove the "needs triage" label.
To claim an issue that does not have the "needs triage" label, please leave a comment that says ".take".
